
DR JOHANNES ERLER
Senior Evaluation and Research Consultant
Dr Johannes Erler is a Political Scientist (PhD) with over 15 years of experience in research and evaluation of international development cooperation, specialising in theory-based and mixed-methods impact evaluations. He earned his PhD from the University of Duisburg-Essen, where his research examined the relationship between development finance and domestic accountability in sub-Saharan Africa. He has led and advised complex international evaluations across multiple policy areas, bringing particular expertise in theory-based evaluation approaches, including causal process tracing, comparative case studies and mixed-methods evaluation designs.Dr Erler previously served as Senior Evaluator and Team Leader at the German Institute for Development Evaluation (DEval). In addition to leading evaluations, he regularly provides methodological advice and professional training on theory-based evaluation methods for international organisations and academic institutions. He speaks German, English, French, and Spanish, and his work focuses on areas such as migration and reintegration, climate change adaptation, governance, private sector support, public policy reform and public financial management.
