Business Environment Reform and Competition Policy for a Green Transition

​Effective competition policy and business environment reforms are essential to driving a just and green economic transition. However, in developing and emerging economies, actionable guidance on how to harmonise these approaches remains limited.
Guided by a task team comprising representatives from GIZ (German Development Agency) and the World Bank Group, the Business Environment Working Group (BEWG) of the Donor Committee for Enterprise Development (DCED) commissioned ImpactLoop to lead a study on Business Environment Reform and Competition Policy for a Green Transition.
The DCED is a global forum that promotes effective private sector development. In 2002, it established the BEWG to advance good practice in donor-supported business environment reform (BER) and to support the integration of BER into broader private sector development strategies and development objectives
The study’s primary objective is to generate actionable insights on how competition policies and business environment reforms can be harmonised to support a just and green economic transition. Its findings will primarily inform donors and development agencies aiming to strengthen industrial and competition policy reform efforts within the broader business environment.
Using a mixed-methods approach, the study examines the integration of competition policy and business environment reform through a detailed literature review, the development of a generalised Theory of Change, cross-country analysis, and five in-depth case studies based on countries with relevant reform experience and leadership: (1) Mexico, (2) South Africa, (3) Austria, (4) India, and (5) China.
Key deliverables include actionable recommendations, a policy note, and a webinar to share findings and best practices with stakeholders.
