Impact Evaluation of Business Ideas for Development

The Business Ideas for Development (BID) initiative, implemented by GIZ (Diaspora Entrepreneurs – diaspora2030) on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), supports people with a migration background in Germany to establish development-oriented businesses in their countries of origin. Since its inception in 2009/10, BID has supported over 600 participants across 10 partner countries, including Cameroon, Colombia, Ghana, India, Indonesia, Morocco, Nigeria, Serbia, Tunisia, and Vietnam.

The impact evaluation was conducted by Scio Network and Athena Infonomics, with Manuela K. Guenther (now ImpactLoop) serving as Principal Evaluator. The study followed the OECD DAC evaluation criteria of relevance, effectiveness, efficiency, impact, and sustainability, as well as learning. We combined an online survey of 330 BID applicants (196 supported and 134 non-supported) with qualitative interviews and focus group discussions involving programme participants, country coordinators, and implementing partners. Quantitative data were analysed using multivariate regression and Propensity Score Matching to identify programme effects, complemented by qualitative insights to contextualise and explain observed dynamics.

The study showed that BID-supported participants had a higher likelihood of starting a business and the business still being active.
